Taxi driver medical in Chelmsford

What Chelmsford requires

“The Authority requires Group 2 Standards of Medical Fitness to Drive, as applied by DVLA to the licensing of HGV and PSV drivers as the appropriate standard for licensed Private Hire Drivers to be carried out by a suitably qualified medical practitioner”
How often: At each application, and since "Licences will be issued for three years duration" that works out as every three years - the driver licence page states it plainly as "every three years, or yearly if you are over 65". Policy 2.13.2 sets the annual cycle from the licence holder's 65th birthday. CONFLICT: policy 2.2.3 says "Once issued the licence holder is subject to annual medical certification and 6 monthly DBS checks", which contradicts the three-yearly cycle in 2.13.2 and on the website
Form: The council's own form is mandatory - the "Taxi Medical Examination Report", supplied by the Authority. It is to be "filled in by the applicants own GP or other qualified doctor", the applicant completes sections 16 and 17 (their details and the consent and declaration), and the consent section "MUST be filled in and must NOT be altered in any way". The completed form is uploaded with the online application. The council advises doing the training first and only then the DBS and the medical
Their own sources disagree on this. Chelmsford is an any-doctor-with-records council: your own GP is the default, but any other qualified doctor may complete the form provided you give them a summary of your medical history.
