Taxi driver medical in Clackmannanshire

Which doctor Clackmannanshire will accept, how often you have to repeat it and which form they want. Councils disagree with each other on every one of those, so this is Clackmannanshire’s answer and nobody else’s.

Who can carry it out

Any GMC-registered doctor

The most relaxed category there is. Any doctor on the GMC register can sign it, so a private medical centre is generally faster and cheaper than waiting for a GP appointment.

What Clackmannanshire requires

Possible exemption: Not published. No HGV/PSV/PCV exemption appears in either set of guidance notes or on the application page, and no explicit refusal either. The HGV/PSV references in the guidance notes are purely explanatory of what DVLA Group 2 standards are, quoting the Scottish Government's 2012 Best Practice Guidance and the DVLA 'At a glance' guide - they are NOT an exemption
How long it lasts: 28 DAYS - the tightest window found anywhere so far, tighter even than Caerphilly's and Ceredigion's four months. "Medical examinations should take place no more than 28 days prior to submission of the drivers licence application to the Council." Note the wording is "should", not "must", so there may be some latitude in practice, but a driver should not book a medical until the rest of the application is ready
How often: Distinctive, and NOT like the other Scottish councils done so far. A medical is required (i) from every NEW applicant, (ii) from existing licence holders who at renewal are aged 55 or over, every 6 years, and (iii) annually from age 65. The binding licence condition 3.2, approved by the Regulatory Committee on 4 July 2013, puts it as: a certificate on initial application, then again on the FIRST RENEWAL AFTER TURNING 55, then every 6 years until 65, then annually. The practical effect is a long gap - a driver licensed at 30 needs nothing further until their first renewal after 55. Driver licences run 1 or 3 years (grant £249.60 / renewal £197.60 for one year, £468.00 for three)
Form: The council's own pro forma is mandatory - licence condition 3.2 requires "a Clackmannanshire Council pro forma medical certificate", and a blank Medical Certificate is supplied as part of the application form. There is an important two-document rule that catches people out: the completed and signed MEDICAL CERTIFICATE must be sent in, but the medical examination REPORT must NOT be - "Any medical examination report must NOT be submitted with the application as this may contain confidential information relative to the applicant." The council sees only the certificate, not the underlying report
