Taxi driver medical in Ceredigion
Which doctor Ceredigion will accept, how often you have to repeat it and which form they want. Councils disagree with each other on every one of those, so this is Ceredigion’s answer and nobody else’s.
Who can carry it out
Your own GP, or a doctor with your records
Your own practice is the straightforward route, but another doctor can do it if they have had full access to your medical history. Private clinics that request your records can qualify. One that examines you without them cannot.
What Ceredigion requires
- “In exceptional circumstances, and only with prior agreement from the Licensing authority, a medical assessment may be carried out by another registered GP practice as long as the applicant’s full medical history has been viewed and assessed by that GP”
- Possible exemption: Not published. No HGV/PSV/PCV exemption anywhere in the 155-page policy or the national form, and no explicit refusal either. The only PSV mentions are vehicle-classification points (a vehicle carrying more than eight passengers is a PSV and is not licensable as a PHV) and an operator condition about using a PSV on a private hire booking - nothing to do with driver medicals. Policy 9.5 and Appendix 4 are the Equality Act 2010 / Taxis and PHV (Disabled Persons) Act 2022 medical exemption for carrying assistance dogs and wheelchair users - that is an exemption from DUTIES, NOT from needing a medical, and must not be confused with one
- How long it lasts: 4 months. Policy 9.4.7: "The medical form is valid for 4 months from the date the examining doctor, optician or optometrist signs it." The national form agrees, and adds the condition that it only holds "If there are no known changes to your health". This is the same tight 4-month window as Caerphilly - Welsh councils are not lax
- How often: CONFLICT between the policy and the form the policy tells you to use. Ceredigion policy 9.4.6: on application, then "every 5 years between the ages of 45 and 65", then "Every year when the driver is aged 65 years or over", plus any time required by the licensing authority or the medical practitioner. The Welsh Government form at 9.4.10 instead says initial application, then "Every 6 years" for drivers over 45 (not over 65), then annually over 65. Ring the council to find out which cycle they actually enforce. Under both readings there is no routine medical between the first application and age 45
- Form: The Welsh Government national form is mandatory in effect - policy 9.4.10 links straight to "Medical report for taxi or private hire vehicle drivers licence: application form | GOV.WALES". Ceredigion does not publish its own branded medical form; the national one is a Word .docx template still carrying "[insert local authority name]" and "(Insert local authority logo)" placeholders. Section 1 is completed by the applicant, Section 2 by a GMC-registered medical practitioner (the vision section may be done by a GOC-registered optician or optometrist), and the practitioner must have regard to the DVLA D4 medical examination report notes
